Leading with Service and Vision with Mike Cartney

Mike Cartney, inducted into the South Dakota Hall of Fame in 2020, is celebrated for his unwavering dedication to service, leadership, and community. From a distinguished Air Force career to guiding the transformation of Lake Area Technical College, Mike’s life reflects the South Dakota Hall of Fame’s core mission: to champion excellence and inspire future generations.

An Appreciation for Community

Mike’s early years were spent in agricultural communities outside Presho, Pukwana, Draper, Murdo, and Pierre before his family moved to Rapid City in 1966 and to Watertown in 1970. These formative years helped Mike develop a deep appreciation for hard work, community, and education. After graduating from Watertown High School, he attended the United States Air Force Academy, where he learned lessons that shaped both his leadership and his character. His military service took him across the globe, where he gained insight into the importance of teamwork and innovation.

Returning Home With Purpose

After retiring from the Air Force after a 30-year career, he returned home to South Dakota with a vision to serve his community in a new way. As President of Lake Area Technical College, Mike championed a student-first approach and helped lead the college through a period of extraordinary growth. Under his leadership, the college earned national recognition, including being named the 2017 Aspen Prize Winner for Community College Excellence. His emphasis on hands-on learning, industry partnerships, and workforce readiness created a model that continues to benefit students and employers across the state.

In this Legacy Interview, Mike reflected on his philosophy, sharing, “Leadership is not about authority, but about empowering others.”

Whether mentoring students, supporting educators, or collaborating with local businesses, he continually emphasized that real success happens when people are given the opportunity to contribute their strengths.

Values & Lessons

Mike also shared the values that guided his journey: service, humility, and integrity. He credited his parents and military mentors with instilling a sense of responsibility to “do the right thing, even when no one is watching.”

Mike encourages young people to find purpose in serving others, reminding them that leadership is about lifting others up. His words serve as a reminder that South Dakota’s strength lies in its people; in their compassion, creativity, and commitment to community.

Lasting Impact

Today, Mike’s influence continues to resonate through Lake Area Technical College’s thriving programs and the generations of students who have benefited from his vision. His example of servant leadership has inspired educators, community leaders, and students alike to dream boldly and give back generously. Mike also proudly serves as the Chair of the South Dakota Hall of Fame Board of Directors.
